the way to cheat special forces cap is to train a lot of division with single battalion, then convert them all to the biggest division you can make, then convert the units you want into special forces. the game can't tell that the division doesn't actually have the manpower and equipment, so it'll think you have a huge army letting you have more special forces

after converting the units you want to special forces you can delete those divisions

or convert them into whatever you can afford

if you want to make the germen civil war easy. start the game by manually justifying on Poland right at the start, conquer and annex it all, then do the focus to start it. put no troops on Poland, put your entire army on Germany. the ai will waste half of its troops conquering empty Poland which doesn't matter
