If I have to build a fleet from scratch, I typically do 2-4 battlecruisers, 2 carriers and the rest are light cruisers

And then keep further expanding the fleet with torp destroyers

You would be right on a logical basis.
However HOI4 calculates it against logic.
If you delete your army very early and then only have one division, the game focusses on the one division.
If you have multiple divisions and only train up one, the game sees that you don't train your entire army, cutting your XP-gain.

it's just how it works, you get xp from the fraction of army you are training, and it is a moving average of your past army size, so eventually your army size goes down to 1 div and you gain the full xp
