Railways don’t give supply on their own but dictate how much supplies your hubs give

under province buildings, you have this two icons. In the left are supply hubs, they are the thing that brings supply. And on the right are railways, what brings the troops the supply. Press any one of them and you will be brought into a colored screen with the railways and hubs. The reder a province is, the worse supply it has. Then you just click on a province with a rail way or a supply hub on it, you will see a yellow railway. Just press another province to finish building the railway.
