attrition only happens when your divs don't have enough supply, the alps usually have plenty of supply and once you advance a bit in south germany you get big supply hubs in munich and salzburg
unless you had like 800 morbillion divisions attrition shouldnt be a big issue

12 divisions should be plenty for iraq, 12 could also be enough for iran if you really pay attention and micro but 24 if you don't want to worry about it too much
