i do like 70% light cruisers and 30% torpedo destroyers for my main battle fleet, and a couple survery cruisers that are cheap to build anyway to patrol

things can only be converted within their very specific class. 1936 cruiser can't convert to 1940 cruiser, it also can't convert to 1936 battleship, basic light tank can't convert to improved light tank, it also can't convert to basic medium tank. basic small airframe can't convert to improved small airframe or basic medium airframe. you get the picture

but a fighter design using the basic small airframe can be converted to a CAS design also using basic small airframe

or a light cruiser using 1936 cruiser hull can be converted to a survey cruiser also using the 1936 hull
