ive tried out VNV belgium (couldnt continue because I couldnt invade britain), monarchist sweden (was fun but I did space marines which worked ok but ended up not being all that good or maybe they were and I had a skill issue), and hapsburg poland (had some initial success with my infantry bricks but they had air superiority and my tanks couldnt pierce theirs as mine had a close support gun)

You essentially need to build your tank divisions to be 32-width to specifically attack marshes
and considering german buffs are kinda busted, the marsh tiles on barb last a few days
I really want to use helicopters but radar is more important and waiting for breakthrough points takes forever
air breakthroughs are a nightmare
I also want to use medium frames, heavy fighters and tactical bombers have aura even if they aren't as efficient as light frames
plus you also would want jets late-game too

high org and low HP is bad, because that division can last a long time in battle but the lack of HP means they take a lot more damage

Think of it this way, 100% HP means 100% equipment loss
If an enemy takes a smaller portion of your HP, then you lose less equipment
loss of strength, the yellow bar next to a divisions organization, this represents the equipment and manpower in the division
strength is lost every time a division engages in battle but some is regained immediately afterwards
Thus, more HP means smaller portion of HP loss which means less equipment loss

But exploit the right side of the focus tree to become stronger
navy is split into 3 lines: screens, capitals, and carriers/convoys
destroyers and light cruisers are screens
heavy cruisers, coastal defense ships, battlecruisers, battleships, and superheavy battleships are capitals
carriers and convoys are in the rear
screens can only attack other screens UNLESS there are no screens or insufficient screens, once the enemy no longer has full screening efficiency (less than 3-4 screens per capitals (this is VERY important)) your screens can start attacking the enemies capital ships
capitals ships however can attack over the screen line letting them attack other capitals even if they have full screening efficiency
carriers need 1 capital to obtain full screening efficiency, without it the enemy capitals can attack your carriers which is really bad
there is also hit profiles and hull visibility, small and fast ships like destroyers and light cruisers have a low hit profile while battleships and carriers have a high hit profile
little guns like light guns and light batteries have an easy time hitting destroyers and cruisers but they wont deal much damage while medium and heavy batteries have a much harder time but they can deal serious damage to capitals
torpedos struggle to hit things smaller than capitals but when they hit they hit
the faster a ship is and the lower its hull profile and visibility is the harder they are to hit
modules like fire controls and radar are very important for ships as they increase your hit chance and attack stats, hit chance is very important as a missed shot does 0 damage
@deep solstice make sure you get spirit of saint Bernard as well that'll lower losses alot

paradox changed how navy works recently so any advice you see around may be wrong as its outdated
but basically you have 3 fleets:
- sub fleet, this is where all your subs go, keep them out of your main fleets, they have slow speed and will reduce the speed of your entire fleet making them much easier to hit
use them for convoy raiding in places that aren't shallow seas (shallow seas increase the subs visibility by 100% making them extremely easy to destroy

scout fleet, put a handful of destroyers or light cruisers here, you only need a few (like 2-5), set them to never engage (they arent supposed to fight the enemy, only locate), keep them cheap, fast, and full of radar and floatplanes, if you cant afford to make light cruisers destroyers will do

main fleet, this is where all your other ships go. If you are making one from scratch use this template:
1-4 carriers, no more than 4 otherwise their sortie stats get reduced
1 capital per carrier, its a good idea to have a few extra in case you take losses
3-4 screens per capital and carrier, you want more screens than you need in case you take losses (you WILL take losses)

split the patrols into 1 ship per task force under one general so they can cover more zones (if you put them all in one task force they can only patrol one zone efficiently, but 3-4 one ship task forces can patrol an equal amount of zones efficiently) and then put your main fleet on strike force in those areas you are patrolling

Should I have one or more main fleet? Like say for the UK
preferably with an admiral with the spotter trait (+10% spotting speed), if you dont have anyone with that trait then blockade runner would be the next best as it makes your fleet faster when they retreat, your scouts are not supposed to engage the enemy so this helps them get away from combat faster if they get engaged

its taking the worst part of a cruiser (cost) and the worst part of a destroyer (torp being bad) and putting them together
should I try to pre-empt anschluss?
for destroyers put hydrophones, radar, 1 depth charge, and as many torpedos as you can fit. no armor
their job is to be meat shields, hunt submarines, and kill capitals
for light cruisers put as much armor as you can on them and then as much light attack as you can, their job is to kill screens (very important), the armor will make them very durable to enemy light attack
for capitals it depends on your industry, if you are a minor use armorless heavy cruisers with some heavy attack and secondary batteries, their cruiser hull and fast speed (due to a lack of armor) will make them hard to hit with heavy batteries
but if you do have the industry (and the chromium) use battleships, put 2-3 heavy batteries, 1 floatplane, and the rest AA, their high armor and HP make them more likely to be targeted by enemy planes so you can use them as "fly swatters"
carriers are simple, no armor, no secondaries, just flight decks and AA, and then give them mostly carrier naval bombers with some carrier fighters to help intercept enemy planes

you can refit older ships into newer versions, I highly recommend doing this for fire control and radars but dont do it for batteries, armor, or engines as the cost isnt worth it
if you design a ship and it makes others you have in production outdated just let them finish, NEVER cancel a ship in production unless it literally just started, an outdated ship is better than no ship after all
What if a country like Italy or Germany who start with like battleships and not carriers
if your nation already has out of date ships in production set them to produce 1 model and once they finish the dockyards will be freed up for other ships, there is a + and - button to the left of the dockyard icons (not the top) that let you determine how many ships you want those dockyards to make, by default its infinite
prioritize building 2-3 carriers (4 might not be feasible) and then refit your capitals with newer radar and fire control modules
as well as building armored light cruisers

carrier fighters are more expensive and have more weight
I would say focus on making armored cruisers for your main fleets, destroyers tend to die a lot in big engagements
but you will still need some form of anti submarine ship so destroyers with mostly torpedos, 1 depth charge, and radar/hydrophones and no armor is good, this way you can use them for spotting, sub hunting, and you can put them in your main fleets to help with big engagements
and especially with your buffs being on regular fighters

I’m not sure if this is for communist china specially but militia feels really strong this update
but you could skip out on scouting ships entirely and just use older ships, just look for the ones with floatplanes
if you have air superiority in a sea zone that will help a ton with spotting
but if you do want to make dedicated spotting ships then 3-4 cheap light cruisers with as many floatplanes as you can fit and with radar if you have it is good
it all depends on how many dockyards you have, if you have a ton make everything but if you can only make 3-4 things with 5/10 dockyards each then focus on carriers and armored light cruisers as any nation with 30-40 dockyards most certainly has capitals already
looks like the air tree also doesnt give specific bonuses to non carrier fighters or cas etc
