These fake intel units have niche uses but can be great when they can actually fit that niche. The AI will field more or less divisions on certain parts of your front line based on their estimated relative strength. Hence why when you deploy tanks you have to push quickly before the AI floods that area with more divisions to slow them down (unless you have a lot of tanks and therefore this bit doesn't matter too much). You can use this to cause them to "panic" and divert more troops than necessary to part of your frontline then launch your real offensive elsewhere.

Too slow. I've experimented with it a lot. I used to go for full liberated but the compliance gain is slow. And when you're at war the resistance goes up anyway.

Civ oversight however, increases your compliance fast and you'll build up your compliance enough till the war with allies
