Does anyone understand how the faction contribution works in the new DLC?

I did a big game yesterday as the UK, focused on the navy and had sank the majority of the Italian fleet in a matter weeks (I guess the new naval system benefits my thematic feeling fleets) and when I checked the faction participation my own contribution has dropped to 6% despite setting up spy rings. Military Collab, research Collab etc
But weirdly mandate of Palestine had over 40% contribution, larger than me. USA, Canada etc

What would cause that?
