From what I can tell, each category of troops has subcategories
For leg infantry you have two: the regular infantry battalion and anything else (e.g. irregulars, bicycle infantry, mountaineers, etc)
Militia fit in the second category, so they miss out on some infantry buffs but get a lot of them too
