No, cost of production, resources cost and reliability normally heavily limit you, also if you add a lot of armour your speed will suffer and if you add a lot of speed reliability will suffer. Reliability makes it so you lose more(way more if very low) tanks when training your troops on the ground or suffering attrition(low supply+terrible terrain)

Every tank module has positives and negatives but there are some good tank templates for pretty much any situation, there are cheap tanks, there are tanks with a lot of stats, there are really, really fast tanks and there are tanks that barely can move due to the armour(they can't go less than 4km/h since that's the inf speed)
