Introducing the colonial system, Ever wondered why making a puppet will just solve all the garrison problems? This changes that. Every puppet you have has a public unrest bar, The worse you treat your puppets the higher the unrest. Things that will up unrest would be, calling the puppet into a war, major casualties for that puppet in the war, taking troops from the nation, predetermined rivalry for example the Romanians will not take too kindly to having a Hungarian overlord unless its by focus. You will also be able to buy/sell, move land between or change what the puppet is producing (these do not apply if the player is a puppet). Buying puppets will give you the land and the autonomy level and civil unrest that the puppet had before. If the Civil unrest meter reaches 100% full the puppet will revolt which will give you a negative war support spirit and will force a choice to either put down the rebellions by force, grant an autonomy level to the puppet or giving it freedom. after a rebellion is put down you will get another negative spirit for war support and all non-expansionist powers will get a -5 opinion. revolts can also be political meaning that if the puppet has a specific support level for a party that isn't the party of the mother country the revolt will automatically be of a specific political ideology. While no-one will get involved in the war directly, expect to see soviet volunteers fighting alongside a communist uprising. If the ideology of the puppet isn't the same as the mother country you also generate unrest. There are measures to counter unrest some more diplomatic than others and all with their ups and downs which can be accessed through a new puppets tab. so go out there and use your puppets to your advantage. or to your enemies disadvantage.

It refills extremely slowly

You can take manpower from the barrel and use it in your military

When you take losses, you take more from the barrel
