To come back to this; yes infra increases build speed. That's why it is important. Don't build too much of it. A good rule of thumb is for majors, build 4 states max and then just build normal things again

It was because I built infrastructure from Berlin to my Frontline with the soviets to max.

I really thought it improved supply and invested a huge amount of time on it so I guess it's good that this happened because otherwise I would have never known.
