Again and again I get supriced how stupid a game KI can act in some cases. My troups got send from Ethiopia over sea southwards, around South Africa, over France towards the russian front. But after arrival in France the KI is sending them back. and most of the sea area is full of enemy ships.
its a heavy both way direction highway on the sea. since more than 2 years most of my armies (I am using observer mode) are on the sea.

a different problem with the game I encountered, is that the game produces masses of ships for destruction, if there is no direct connection between the capital and the harbor.
With the federal focus of Ethiopia, the capital gets surrounded by vassals. even if you have core territory at the sea with harbors (from solomon empire), the the ships go to destruction.

Norway itself is so easy cuz you can just exploit the AI to naval invade then attack their troops. But historical gives you the option to trade convoys for men so you can just request convoys or make a bunch and you will get unlimited divisions.
