Every other dlc other than Battle for Bosporus and Trial of Allegiance added some mechanics, even if they aren't very important, along the focuses, no matter how bad the focuses were. However Graveyard of Empires has focus trees that aren't the worst, like just compare that to New Zealand, but it definitely is underdeveloped and added a ton of bugs and no new mechanics.
