you gain more factories from your puppets as facist nations btw, tho maybe you wanna annex them as democracies since you get free compliance from the local autonomy occupation law, and more compliance = you get more factories and manpower.

Tho if you just puppets them you can use all of their manpower as you wich as well as be able to trade a ton of their resources for a single civy

it takes alot of time to build up compliance as well (unless your country has compliance buffs or decisions)
