if you tried running a game through steam that exceeds the capabilities of your computer .. that could cause issues ... but no i don't think steam itself would crash the taskbar unless something has gone very wrong

I fixed it by copying the launcher-settings.json from the HOI4 directory to the directory mentioned in the error message.
Also why is the launcher included with hoi4 still outdated? I have to restart the luancher 3 times to get it up to date.

you can try going to the game folder and delete emulator64.dll and pdx_mp.dll after you make a backup of those files

Do ctrl-alt-delete, open up task manager, and in processes, there should be a parenthesis such as (25) for example showing how many tabs are open in the background using up the CPU. Also just having several tabs open in a web browser uses up CPU; don't even have to be background ones.

when you right click on hoi4 in steam, you will see something that says manage properties. Click on that and it will say something like betas. Click on that and it will ask you if you want to opt into any betas. Click on the drop down menu and then select none to go to the latest version.
