make your garrison template either 1 cav batallion OR as many cav batallions as you can with MP support company
you can also use specific light tank garrison divs but that's not needed and it's more complex

ensure you always have manpower and guns in stockpile to fulfill garrison needs
if you have spies idling, just send them on root out resistance mission

On civilian oversight, it'll take some time for compliance to rise so, by default with 75% stability, you'll reach about 20% resistance until it caps and decreases because of compliance that will rise

I than played Iran on historical, and got invaded by ussr even tho i made sure to have great relations to them.

maybe i was tryna make too much medium tanks i was tryna create 24 divs with 2 medium tank groups in each div and the calculations i ran was like gnna take hella years even with 15 factories lol
