for manpower im pretty sure you would get less just for occupying, atleast until you get high compliance, but with puppet you can just steal their divisions and use their free mp for garrisons

Sometimes in multiplayer people will try to “pin” your frontline units and stop them from moving in, but honestly unless it’s a hyper competitive game don’t worry about having a line behind your own frontline
