Cost in hoi is a weird thing. There isnt a direct relationship between "cost" and "quality", just because its expensive doesnt mean its good

you can produce more equipment, mil factories have a limited output divided by cost of the to give you amount made per day. cheaper cost = ore equipment

the infantry is fine, just remove 1 battalion. the tank is bad, you want it way bigger, around 36 width, around half tanks half cav or mech

Diplomacy really is worthless in the game other than embargo and even then its eh

At the beginning of the game most people go free trade to maximise trade as much as possible ( if the ai like you lol ) and to get the civs building bonuses because that what is being build at the beginning
Then they might go 1 or 2 trade law lower once embargoes starts
Do note it might differ from 1 country to another due to your own circumstances so it's up too you to decide if the trade in are worth it
