Where is your hard attack btw? Why do your Tanks have like no Attack. If you go for soft attack use the doctrine for it and make only SPGs.

And for your pp that depends on what you want to do. Usually the best spend is getting to partial mobilization or war economy, or to free trade esp if you have limit export. If you have silent workhorse you can get that too, then it's advisors like +15 stab or construction/research benefits

if they were super low on strength you can battleplan them

or if you are cautious just make more encirclements
