Are you aware when the AI makes the decision to reject or accept the invitation? It could be that it's decided when they get the event, or it could also be decided when the focus is taken.

naval mines can actually increase naval penalty, but if you try to mine an area at risk of invasion it is highly likely you get wiped out if you try deploying them

assuming you mean a situation where like, you're fighting in a plains tile and you have 36w divisions
then yes you're able to to go over the cap
you're allowed to reinforce in a new division as long as it doesn't go 133% over the cap
e.g. 2 36ws are 72w, but you can still fit them in a plains tile, you just get a 2% penalty on the stats (1% for each width)

if you just want some values that work, stick to ~32w for mountains and marshes, and 35-36w for all other tiles (this is for offensive divisions)
for defense just use 14w-18w
and you won't have issues

2nd number is the added width for every tile you're attacking from. e.g. attacking into a mountain from 2 tiles around it then you can have 3 25-width divisions attacking with no penalty for a total of 75 width (normally only 50). Assuming you attack from 1 tile, total width would be 50 * 1.33... ~= 66.5
offensive divisions you don't want to fight on mountains, I'd typically aim as close to but not over 36. mountaineers I'm aiming as close as 32.5 as I can get. I more or less always use 9/0 infantry to hold the line (but I mostly play majors)

mostly sounds like u just do things wrong looking at production, division and so on
but u should be able to easily overwhelm china with air + inf
china war is braindead for both side now
because no ape attack debuff
so u can push so easily
One thing you really want to be doing early is encircling so that when you get to the really bad supply situation in south/western china, you're just walking through their line (not enough guns left by AI). I found Bike divisions fairly helpful for that. Cav or Mech works too but more painful with all the hills/etc.

As the Soviets/Russia in general, isn't is just always beneficial to build infra in the Urals, and just build industry there, your country is so big that you have so much time to counter push, historical or non historical right? Isn't is just incorrect to build in the west?

I've capped them in late 38 and early 39 in my two games so just sharing a few things that worked for me. 1st time I was messing around with ~ 6 motorized divisions for encirclements (and motored arty). Hardly optimal but I wanted to try the new doctrines.
2nd time I used ~7 blocks of beefy special forces (and subdoctrine with all the buffs in light tank recon/support arty/etc that I don't remember the name of)
Not the way I'd recommend it either time, yours is much simpler, but it was fun to try out

What I ended up doing was sitting on the border waiting until my equipment issue is solved, then equip all my inf with arty to blast them into the next century so we'll see how it goes
i just tried to release myself as Kurdistan to get the house of kurds achievement, doesnt seem to work anymore because it doesnt give you one core in iraq

u win with guns + air, thats all you need
if u habe decent divisions that have support arty, fully equipped guns + air and naval invasions u will cap them in 37-38
china ai also breaks down from naval invasions, just have some shitter inf hold ur main front if ur struggling and then make 4 naval invasions and the ai will break
and ur gonna have a free walk
ofc u can also win with pushing from the main border but just takes longer, is easier to pull off tho macro wise

How are you supposed to get that with such a massive deficiency at the start of the game. Assuming you make every infantry div a death stack of just 32 width infantry with nothing in it, you'd still not deal enough soft attack to get through all the chinese trash divisions
So basically the strat is to just out-trash the Chinese
you see big soft attack and think that means u push, which is wrong
16-18 doesn’t mean trash, u have better equipment, u have more, ur division are higher quality and u have cas

Make 16-18 width, have support arty in them for the soft attack, u can put logi in too ig if u want or engi but not needed
I've always been under the impression that the higher the soft attack the better the division at dealing damage to soft targets compared to harder targets like armor or mechanized
in theory high soft attack means better at dealing damage but combat isn’t only soft attack but also your breakthrough and the enemy defence
if you have 0 breakthrough, good luck pushing because you wont
theres ofc also other important stats like hp and org, especially for inf
because obviously if u don’t have both of them u won’t be able to push aswell but they aren’t directly important during combat just after or before

in early game its like less important bc u will lack breakthrough anyways so that part isnt important for ur china war anyways
u will be able to push with 16-18 width divs anyways, china doesn’t have better division and worse equipment and u have green air and cas
so why make big divs for higher soft, if the smaller division will push aswell?

the most important thing in this game is to have two divisions when your opponeny only have 1 also
you want to have basically every mil on guns
and concentrate all your equipped division to attack
it might be helpful to make empty templates(2 width converted to a larger template with guns disabled) to fill the front where you are not attacking

Is it not worth it every game, no matter if it's MP, SP, any path to just always build infra in the Urals/East Russia and build all your new Industry there? To always ensure a chance to come back from being pushed into bad supply lines for the enemy? I feel like it's just a safe bet always to be able to counter push if your industry is still strong that far deep?
Build max infra in moscow, stalingrad and ufa. Build in 100% & 80% state for civs and when u start building mils always build on the height of moscow or behind it in any 100%, 80% and 60% state
u can build in leningrad and some states that are behind stalin line aswell but in mp u will lose them if equally good players
In single player u can always win and not even get pushed back a tile if ur decent, in multiplayer soviets is designed and currently loses very fast, you will always die in multiplayer and ur only goal is to hold out as long as possible till allies save u ( ofc only if enemy players are as good as you )
SPAA in pure infantry template to get free support slot for either rangers, flame tanks or logistic companies, worth it or nah? (I mentioned logistic companies just bcs of increased ic cost for most stuff)
spaa is just an armor meme so if u need aa and have the ic and research for an armor meme sure make spaa for your inf

Hello, somehow, I cant proclaim the new order. I have defeated the soviets, and made sure to take all there land, and I gave it to my protectorates and releases the rest as a puppet. Im still at war with the allies, and at first I was missing Corsica which was handled as owned by me but not controlled by me. Long story short I have Corsica back now, but somehow it still doesnt work. I have searched but I cant see any more states with the same problem. Does anybody know whats wrong?

its fun until you start losing to belgium
Well, 1939 works better if you know what you do, because it's way harder without 2-3 years of building economy

Well, in 1936 axis seems to get stomped everytime if the player doesn't actively fight the Allies. At least that's my observation

Easy way: attach the troops to an army and make a frontline. The AI will send the troops en route automatically
Hard way: send them to a port and from there to another port. You have to right click the little port icon, otherwise they try finding a land route

Organization is a stat of a division. If you open a division template in designer you can see and potentially change it.
