IDK if there is an easier way but they way I would do it is:

1. from HOI launcher go to "all installed mods" and click "mod tools" and then "create mod"
2. fill out the form that pops up
3. find where the new mod folder is (default directory is C:\Users\YOUR_USERNAME_HERE\Documents\Paradox Interactive\Hearts of Iron IV\mod)
4. copy the mod you want to submod into there without the .mod files (basically if it asks to overwrite something say no)

idk what youre asking but basically you go to where your mods are, I'm assuming youre using steam workshop (WHEREVER_YOUR_STEAM_FOLDER_IS\SteamLibrary\steamapps\workshop\content\ WHATEVER_MOD_YOU_CHOOSE)

copy all files inside it

paste into documents folder in step 3

dont click replace

the created folder from step 3 is completely empty except for mod identifiying files that the game uses. DONT replace those bacause it will get confused

Doesn't edit or boost any countries, removes neutral countries and or incorporate them into another country, aka China annexes all of Asia but doesn't get the mills or civs(all cored). Starts with base vanilla civs and mills. South america is now a resource trade nation, no focuses or units just trading. So no lag. Nepal, Oman Liberia, Yemen are removed, and other worthless countries. Turkey will be a resource nation as well so germany and ussr can trade chromium fine. Removed non historical focuses, has resource tool bar as well.
