I'am playing as Greece and i got 8 times a refusal of Great Britain on the GRE_invite_entrepreneurs_for_investment_talks_in_capital decision
Seems a lot as each refusal gets me -5% stability
Looking into the code of the event i see that ENG has 5 times more chance to choose the refusal option if it has less than 15 available civilian factories.
In which case the AI, or any player, would keep 15 unused factories ? Seems this will never end in a success

Im trynna make an alt history map and how could i make it so that Sudan is "properly" released as an independent country to 1936 map.. So i watched the hoi4 guide and made a militia template for a civil war, but it tells you how you can have it be there at the start. I want to make the division pop up in an event and i want the template to be hidden until that event too

militia template is auto-created for you at start of civil war
you cant edit it either i dont think
only way to get your own template through is to train some beforehand but dont deploy so then you can deploy them at the start of the civil war

Reallocate provinces manually, then only do building positions by validating in nudger
For states that are impassible, how would I edit them to be like a normal state? Do I just delete that line or would I need to use the nudge tool?

From what I understand hoi4 is based in a language very similar to c++ but you don’t need to know c++ to mod hoi4. when modding it is important to know that you aren’t coding you are modifying the game. Everything you can do is already in the game and you don’t actually do anything with the games code. Modding hoi4 is text based but it can be helpful to know how to format that text, so it is at least a little helpful to have general knowledge of programming.

This is a lot to say you don’t need a lot of programming knowledge you just need to know basic knowledge of how programming is formatted. Thought even that can be learned from looking at the pre-existing text files in the game

I've played through the fascist path and here are my thoughts and some of the stuff I've found:

Wales starts with essentially no technology and with 0/5 infrastructure. This makes the start a bit rough and since most nations with sea access have naval invasion unlocked, the assumption that Wales would have it too leads to disappointment when you are at war with Ireland but can't naval invade them

"icon" and "Industrial Expansion" decisions do nothing while "Conquest of England" doesn't disappear after it grants the national spirit (it does after England is gone but since there is no England anymore, the national spirit should expire too. Also targeted modifiers could work better rather than flat attack bonus)

While Celtic Empire annexes Ireland (and likely Scotland) it doesn't have any cores or flags

"Raise Druidic Legions" creates duplicate templates every time it's used.
