IC2 Durability/Charge patterns are broken and annoying, requring you to manually do every step of crafting to encode problematic items.
Instead of doing that you could fix the pattern through in-game data editing cheat-menu. You need for cheats to be enabled; if not try opening world to LAN with cheats or googling how to edit savefile to enable them.
While holding the pattern type : /nbtedit; open ingridient list, find problematic items, and edit their "Damage" value to the correct one.
The correct damage value is not the same for all IC2 items. For items from Vanilla IC2 it's 0. For items from Gravi Suite addon it's their max durability minus one (26 for jetpack). For Thaumcraft electrical items it's just their max durability (165 for electrical goggles).
After saving the changes to the pattern you'll be able to request item without manual encodings.
