for the amp i would get a headphone amp like the Nux Mightplug pro, Blackstar Beam, Tonex Plug ... these can be used for practice with headphones, plugged into any aux and can be used as an audio interface into a computer
the Nux one is 100 bucks or so

get one from a SH market in your area, most probably you have some sort of eBay and you can sort by your living area. You can really find some nice deals.

there's enough budget brands that are better, try looking for Artist or Jet
but still keep an eye on the used market
If you're a student (meaning you most likely have flatmates, live in an apartment with thinner walls, or live at home), then I would seriously suggest looking into the Headphone amps mentioned earlier.
If you're a beginner, you probably won't need to (or want to) drag an amp around, so it's the most logically sound solution, plus you get quite a few extras, which you won't with regular amp.
Another solution is to look for a floor modeler and play through headphoens and/or aux in/out to any speaker you want.
A good choice there is the Valeton GP-50, which is around 120 (US) Dollars, I think.
So for price/performance ratio:
- Nux Mighty Plug Pro
- Valeton GP-50
Are great choices between a great sound, plenty of effects, amp/cab sims, and a bunch of extras such as Tuner, Metronome, Drum Machine, Interface, and Looper built in.
@grim totem right, you're not gonna feel awkward or ashamed of your guitar playing like when using a physical amp. An amp that mostly you're gonna end up hating because of other people reactions. With a physical amp you're also gonna practice less.
Heck, if you have already a laptop you could go full digital, just get a USB interface.

As for interface... there's one built-in to these units, so they can use them independent of needing a computer or installing a bunch of plug-ins, configuring drivers, etc, but also have the option of plugging in and have all the functions of a regular interface (at that price range), so I usually recommend going the modeler/headphone amp route, rather than full interface only.
With a modeler, you get the best of both worlds. With an interface only, you are tethered to your computer.
Both have their benefits and drawbacks, but for beginners, having something physical and super-easy to use is usually more comfortable to get started.

Yes... you can actually do that with the Mighty Plug Pro as well, I think. It's been a while, but I think I saw a video of someone pairing it with the M-wave.
But yes... the GP-50 is definitely a powerhouse. Great features in a small package.
A gp50 could well be your whole liverig and your recording setup when paired with a PC
