Well in this context thats an Em7.
But it even is one without context, woud be named "G/D" (so a G chord inverted so it got D in the bass) then.

And your almost 100% right with Fingerstyle-Guitar.

U pick them with individual fingers. For example index / middle / ring for the triple 0's and for the big E string after you use the thumb.
