I can’t speak on the virtual amp but for the interface Scarlett 2i2 or Scarlett solo

For reference with the price u had 7$ is like the average for a cheap pair of strings such as Earnie ball slinkies
Behringer one would be the next best option for 30-40 usd

The absolute EASIEST way is to get a Headphone amp/modeler, which has a bunch of amps/cabs, effects, etc. built in. Many modern ones also have interface capabilities, so you can easily connect to your computer with minimal setup to record your playing and/or try out digital amps.
The added bonus is that once set up, you don't need a PC with it, so you can play/practice anywhere you like.
A Headphone amp will cost from 89 - 189 Euro depending on which model you choose.
Your three choices are:
- Mooer P2 - 189 Euro
- Boss Katana Go - 125 Euro
- NUX Mighty Plug Pro - 89 Euro
The only caveat is that these are called headphone amps for a reason. The best way to use them is by plugging in headphones for monitoring.
That being said, this has many benefits and some drawbacks.
Pros
- silent practice - while you're playing with some great effects and can hear everything loud and clear through the headphones, others can't hear the output effects, so you won't disturb anyone when you're playing practicing
- Easy to carry with you in your gig-bag so you can literally play anywhere you like
- Dead-simple set-up.... Plug in and turn unit on. That's it!
Cons
- Most people have gaming or basic consumer-level headphones which might not have the best frequency responses for guitar. Gaming headsets and Beats for instance are quite bass-heavy.
- You have to be a bit careful about output volume over time. It's easy to damage your hearing if you're playing too loud over an extended period of time, but that's true with any music you listen to, really.
Recommendation
I have both the Boss Katana Go and the MIghty Plug Pro (in addition to other MultiFX units), and can highly recommend both. Luckily we're living in times where these gadgets have become good enough to completely replace a full amp setup - especially for home use. So I'd go with that setup every time.

But for your needs? Absolutely not
I went with an Audible EVO 4 that I got boxed/new for cheaper than retail on eBay through auctions
It's a good one if you happen to have 178 USD laying around
A mooer ge150 pro would fit your bill if you want a multifx, the gp5 by valeton too for the ultra budget category
have yout chequed behringer uphorias? is what i use, they're cheap and reliable. Some clones have come out making the design even cheaper but i don't know if they have the same component quality. The driver is asio
the umc22 comes with everything you need, even balanced outputs, headphone monitoring and a phantom power input
i also recommend gettin them used, the frame is made of metal. is very hard to break them
the 204hd is a bit fancier, comes with more stuff for routing and midi.
all powered via usb i don't know how just like the scarlets
