I'd Barre strings 10-3 at the 12th fret and play the 15 fret with my pinky and the 14th with my ring.
This part of the solo is really an Em Pentatonic Box at the 12th fret.

Just adding to what John said... You have to do the bend at the 14th fret, and then kind of roll your first finger down to get the notes on the 12th fret 2nd and 1st string, and then pull-off with your pinkie from 15 to 12 on the 2nd string.
Do it really slow and methodical to train your muscle memory and very slowly spead it up.
Once you have the gross motor-movement down, add a metronome and try to play in rhythm with it... let's say at 60 Bpm at first and each week increase by 10 Bpm.
