why cant drivers customize their wheel to where all the buttons like Ers and Drs are at and the shape

They can.

Every F1 steering wheel is custom designed to suit its driver.

For example: Robert Kubica had all of the buttons on one side of the wheel because he only had one “strong hand” after his rally accident.

Seb also had the paddles on his Ferrari wheel altered slightly for ergonomic reasons.

I think probably one of the only things that can’t be customised is presence or absence of an in-wheel screen; this seems to be a team wide decision

This article provides a good overview of F1 steering wheels - both how they’ve evolved over time as well as how individual drivers have customised them to suite their driving style: https://www.motorsport.com/f1/news/f1-steering-wheel-history-story/4870986/

Formula 1 steering wheels have changed dramatically down the years, as more control has been put at the drivers’ fingertips – allowing them to make the most subtle of changes and find the edge over rivals.

Notice how the screen is not located on the steering wheel, but within the car itself (see below - picture of a FW43 cockpit). This is a design choice made by Williams as a team, and both Williams cars have steering wheels without the screens on them. As far as I’m aware, the screens/displays are standard issue by the FIA.
