#Why cant Drivers make their wheel thr way they want to?

They can.
Every F1 steering wheel is custom designed to suit its driver.
For example: Robert Kubica had all of the buttons on one side of the wheel because he only had one “strong hand” after his rally accident.
Seb also had the paddles on his Ferrari wheel altered slightly for ergonomic reasons.
I think probably one of the only things that can’t be customised is presence or absence of an in-wheel screen; this seems to be a team wide decision

This is a picture of Kubica’s steering wheel to illustrate what PJ mentioned - almost all of buttons and most of the paddles are on the left-hand side due to his right arm being compromised
Notice how the screen is not located on the steering wheel, but within the car itself (see below - picture of a FW43 cockpit). This is a design choice made by Williams as a team, and both Williams cars have steering wheels without the screens on them. As far as I’m aware, the screens/displays are standard issue by the FIA.
