Car infront creates a tunnel of low pressure air, which also moves along with the car, thus car behind can go faster in lower pressure air, that's also moving with it.
I.e.: for the 2nd car, it feels like if it was in lower pressure air at lower speeds, since the relative speed of the 2nd car is lower to the air that moves in the same direction.
I.e.: less drag
There's a fine balance to walk in how much in front the leading car needs to be to benefit the trailing car, instead of feeding it dirty air (too close) or not doing anything useful (too far).
The issue with trying to use a different team's car as tow is that the other team has no incentive to play nice (and usually all the incentives to not let you do it).
