#is there an easy way to animate movement in parallaxes other than simply scrolling speed?

Dang. Guess I'll have to rebuild Starbound from the ground up then. Oh wait, is there a way to make objects move at different speeds than the surroundings when the player moves?
use projectiles as substitute parallaxes?

I just saw a little axolotl spin across my menu screen and I'm pretty sure it wasn't a hallucination. If a modded menu screen can do that, could that mean theres some way to make it happen during gameplay? As well as cut scenes. I don't know how they work, but is it possible you could be in a perpetual cutscene that only has details behind your gameplay? And finally, if the sun can move like it's on a wheel does that mean there could be a way to add "another sun" that moves uniquely as well? Sorry for all the questions.

Also not tied to parallax anf are even more restrictive
not sure they would work for my need. I want to make ships landing and taking off in the background, but feel like they are far away by not moving at the same speed as the ground.
Not possible without projectiles
But projectiles could do exactly that
Or maybe local animator but thats inconsistent
