This is wrong. Russia chose to not modernize the Moskva (like the Admiral Nakhimov), it received some repairs to basically extend its service life. It had aging Osa-MA and S-300F systems, which are not Russia's most advanced naval air defense systems, and didn't have new CIWS.

The airplane MH17 got shot down. 298 dead 193 of which were dutch

At the time Russia didnt want to grant access to the crash site and it was later revealed that the government was even planning on sending in a force of about 1000 people if they kept getting denied access. Though it never came to that.
