I think that's more their full goal. A plan like this will most likely have various goals, so that things can be adjusted and the politicians at home can still claim "see, we did what we wanted to do" even if they didn't. In this case that might be fully Annexing Ukraine, splitting it off in to various puppet states, getting Ukraine to not join NATO, creating or annexing the LPR and RPR.

tldr: getting bogged down in mud and terrain is incredibly common for armoured vehicles regardless of terrain, the importance is being able to manage and recover vehicles from the terrain
