Its more about general freedom of expression than it being Russian propaganda. I agree, they shouldn't have a voice, but some lawmaker being able to say "we don't like what you're saying so now you're gonna disappear from the internet" is not something that sounds like a good thing to me

What guarantees are there that this will remain limited to just russian propaganda?

Plus I like to believe that generally enough people are able to fact check and see through bullshit for propaganda to have a major effects in an environment that allows for freedom of expression.

an example I think are Incel and TERF groups, which have been banned from a bunch of social media's, and in response made their own platforms. Those platforms immediately started becoming more and more extreme, as they now didnt have to deal with outsiders commenting or viewing them, or obeying the sitewide rules. and this isolation and increase in extremism leads to a decrease in people being exposed to it and also a decrease in the amount of people who do get exposed to it falling in to it
