The decision makes sense for them. Urban combat is a special type of hell. Its complete chaos, you're fighting street to street and enemies coul be hiding in every building. Its not something barely any Russian soldier will have experience in, so having people who do have that experience will be a valuable asset to them.
It is something that their commanders have had experience with though.
I don’t like drawing parallels to conflicts, but in terms of modern conflicts involving heavy and direct urban fighting, Russia is most notable for the Chechen thing (idk what to call it, I don’t want to sound pro/anti Chechen/Russian I hate conflict labels please don’t crucify me)
There was heavy street fighting which heavily clashed (but occasionally benefited) with the Russian IFV doctrine
Because Russia relied heavily on IFVs and tanks to do a majority of the fighting in the war (and we know how well tanks perform in tightly packed cities), they were much easier to take out by the Chechens
Convoys were devestated as the Russians attempted to besiege Grozny. Because of this, the Russians essentially razed the city to (in rather brutal terms) remove ambush tactics from the equation.

I am in no way, shape, or form saying that Kiev will have the same fate as Grozny. I’m just saying that Russian commanders have experience in Urban fighting, and are kinda afraid of it too.

and well... with ever increasing sanctions and embargoes against Russia a lot of shareholders have been selling shares in companies with Russian stakeholders.
