Sure they are not exactly hostages, but a lot of them are scared. Putin has all of the police force and official media in his pocket and no centralised opposition whatsoever. Anyone who tries to oppose him is risking to end up in prison or in some cases killed, their relatives can also be targeted( you can read what happened with Navalny and his organisation). Any unsanctioned mittings(which is every mitting against current government or their agenda) are dispersed by force. Any media that doesn't agree with them branded as a foreign agent. Combine that with general distrust of any authority after the 90s and cautious and standoffish attitude becomes understandable.
