I personally think it makes strategic sense.
Historically Moscow has always used the size of its country as a buffer between any enemies. Since the fall of the soviet union Moscow has been kinda close to its border. But that didnt matter much when all of those bordering countries were mostly puppet states or not super relevant. But Ukraine has been slipping more and more towards the west and was thinking of joining NATO. So to me it could make sense if Putin wants to secure moscow by expanding its borders
But again, just a theory, I dont want to commit

Yeah, there are some really cool nuclear concepts out there. My favourite is a method that uses a material that is just a fraction below critical, and then uses a neutron beam to make it go critical
