Even with that, I already got 3 Voices drops (two 7-passive and one 5-passive).

According to some estimates, if you run around 150–200 Simulacrums,

With that amount, there is a decent chance to get at least one 3-passive Voices.

or it could give trap throwing speed instead of cast speed
