so if you start on a magic base
then its imprint and get dex however you want (regal/exalt/annuls)
then add a second prefix to get 4 mods and lock fracture the prefix
then just eldritch craft 2 prefixes
alternatively you can skip the first part if you find a readymade base on trade, that already has dex suffix
so i went straight to lock fracture and hit on first try
