clusters can be expensive based on 2 things, rare base, or node position, if a combination of 3 has 2 good mods in the front and a scrap one in the back it is more valuable

stuff that's hard to get like chaos res is valuable. you do unfortunately need to kinda understand which builds want which mods the most because some modifiers are more valuable than others inherently. also if it's a 12 passive cluster then it's more valuable if it has increased effect of passives and zero notables. when it's 8 it's more valuable when 3 notables
