Saying that I don't understand currencies is funny.
There is no inherent reason that chaos needs to be X value. It's not tied directly to endgame power like divines are and never were (at least since crucible) so I'm confused what you meant by mentioning progression. It has always for the most part been a glorified alch + scour combined in to one currency.
Pros for the change:
QoL setting up maps, less "guilt" slamming chaos early on that 5L you found early or slamming it in general while in acts
Cons:
People filter out chaos sooner, increased faustus fees when used as a secondary currency (not an issue of it being less valuable by itself, just a flaw in CE)
