you have low HP, but also its act 2 so its mostly fine. Honestly your biggest issue is just that BLO is a highly delayed spell that hits directly on top of yourself, so you have to dash directly into the middle of enemies to use it while not being tanky enough to realistically survive that
use regular Ball Lightning, or some other ranged spell, for now
BLO is only good once you're tanky enough to stand in the middle of enemies and cast it repeatedly on them
or have high enough damage to blink in and kill instantly
or both
and just in general BLO has poor usability in campaign
campaign heavily favors skills that hit in a "corridor" in front of you

tbh, I do think this is one weird issue with spell builds. Since spells don't function off gear, a spell build can easily just keep going deeper and deeper into campaign without feeling like they're not doing enough damage, which would otherwise be the sign to upgrade some gear or something
until they're just getting oneshot due to having barely any life and res on gear
whereas an attack build is going to be constantly having to upgrade its weapon to keep doing playable damage, so the importance of upgrading gear is more readily apparent
though obviously that nature of spells not depending on buying and recognizing good weapons throughout the campaign is also why they tend to be recommended for new players
so it's a bit of benefits and drawbacks
