Yes but some builds have better leech/dps uptime than others. Imagine you are playing double strike, your dps uptime (time spent to dps vs time spent to not dps (dodge...)) is around 60-70%.

So you need to fill the 30-40% gap of recovery with for exemple recoup, regen..
