Pick up a tulborn with +4 because it scales all 3 of the skills you run on cold dot at once. Also gives -12% cold res extra on exposure, which is big.
Another +1 from cold mastery.
You then run Ele Weakness and Frostbite in Blasphemy and use Will of Tul to scale Frostbite and Purity of Ice.
Foulborn Perfect Form with Ghost Dance is not necessary but I like it as the defence scaling option because it combines with the 1% cold dot multi per 4% overcapped cold res cold mastery. This is where a lot of the DoT multi comes from.
Eye of Malice is a 1.5x on their negative res.
Mastermind of Discord on F/F.
It ends up being like -150% cold res on shaper.
You stack clusters for cold inc % for Will of Tul.
Since it's cold dot you do vortex, wintertide and the 3rd skill is your choice really.

rather than choosing uber strict plus and loosening up the restrictions

weapon and armor progression through tiers is in a horrible state especially with an incredible amount of redundancy/skips added over the years to that progession, addressing 'switchscape' has not been done (both from top end and bottom end point of view), necromancy is still too overpowered for how casual-friendly it is and isn't well-integrated into the game, revolution is still an ugly crutch that encourages players to never learn to pvm, the bone shield added with necromancy means shields and defenders are 99% useless now, etc.
