23% is the highest natural quality on a skill gem, from having it 20% quality then corrupting it for +3% quality. After that, you can get a bunch more quality from other sources, such as the Enhance support gem or Ashes and such

I don't think there's a reachable maximum effective quality

as in, the maximum is probably just whatever the maximum possible through items is, not a hard limit

the highest possible active gem quality is almost certainly having it 23% quality, socketing it in a green socket in Dialla's for +30% quality, linking it to level 5 Awakened Enhance in a red socket for 48% quality, then wearing Ashes for 30% quality

that's, uh, 131% quality

okay this is wrong though, you can't get +9 Awakened Enhance because the +1 Foulborn mod is mutually exclusive to the +2 red socket

since, notably, Awakened Enhance is not a red gem
