Recoup is strong but limited because it is strong.

Getting anything above like 30% passively is very difficult.

Usually the issue is that you kinda need to recover more than the damage you're taking to not die, and hitting 100% recoup is pretty tough, and being reliant on taking damage means you can probably just leech instead for 1 passive. Usually I wouldn't bother with recoup unless there is some further synergy (e.g. self damage)
