Yeah uniques aren't inherently better than any rare. They just have modifiers on them that unique to that item. Poe 1, I think, while it has a metric ton of useless ones, also had a boat load of uniques that enables entirely new builds. Different ways to scale damage and defense, different skill interactions, all that good stuff. Poe 2 has missed the mark on a lot of them so far, and GGG has admitted as much. Once more clases/weapons are released, once they get a good idea of how players interact with stuff and how people interact with different scaling things, I'm sure we'll start to see more "useful" uniques

There are even uniques in poe 1 that were completely disregarded for years until someone came up with a good interaction for them. While there's definitely the pressure on the devs to make uniques that enable new things, rather than just "generic" stats on them, sometimes it'll just take a while for players to figure out a good interaction with a unique to enable something completely new. Like Bino's Kitchen Knife in poe 1, while being a t0 unique, was generally considered pretty useless. Then they introduced trans gems, and then people figured out you could basically blow up screens with bino's and viper strike of the mamba. Then it became a super popular and expensive item

Yeah either way, assuming you didn't get like, boosted through campaign and didn't get any levels from it, you generally don't really have to think too much about the exp penalties, as leveling is pretty fast and straightforward until the mid-to-late 80's, where it drops off due to just not having any higher level zones. But that's by design

There is not, but you can set an affinity in a premium tab for them. Fragments I believe

They are not. The atlas is where you access the maps. Atlas skill tree is the passive tree similar to your character passives where you can allocate points to change maps. I assume you mean the felled hideout? You just come across that in the atlas. It's randomly generated, so there's no way to tell you where it is on your atlas. But it will have the hideout logo above the map that looks like this

You mean for skill gems? I don't think so exactly. But you can just look up the skill gem you want, and change this box to yes. And then scroll around for one with plus level. Or just search for a level 21 gem

I'm a fan of going out and buying up a bunch of crappy 1ex items that have just one perfect modifier, and throw em in recombinator to get two perfect mods together. When it eventually works, it's always a net positive profit

yeah, can pick and choose modifiers from two diff items and combine them. Usually at about 15-20% chance to succeed

that's done through the reforge bench, not the recombinator, and you can get that in act 3 when you do the molten vault. gotta do it once per league

As it stands now (might change in future leagues). Generally, when progressing maps, provided you are feeling strong/tanky enough to take it on, you should just always be striving to get higher tier maps. You can almost guarantee a higher tier map drop when killing a boss in a map that has them. Has this logo

Also, to get more atlas passive points, you want to do unique maps and cleanse corruption. I would recommend doing corrupted nexuses at the level they require for the quest, rather than your highest tier. So if your quest says, for instance, cleanse a corruption with a t3 waystone, but you're using t5's, run the nexus at t3. Because if you fail, you gotta find a whole new nexus.
