The ones up top, like waystone chance don't count as they are implicit not explicit.

If you see 4 lines but it's not letting you, inspect the tooltip and check the number of total affixes on it. Some have more than 1 line but are a single affix.

There are several ways you can raise your evasion and it's pretty easy to get 75% chance as long as you're not taking acrobatics. If you aren't taking acrobatics it's really hard to get 75% but it still doable you will just need top tier in game gear and it's going to cost a lot. Please help me understand your situation better about replying here or DM me if you need to and I will actually help you to the best of my ability because you're posting in the asking for help thread and I'm helpful person and I want to help you

A6 at 39 is severely underlevelled, which prolly means you got a carry and yeah, unless you know what you're doing it can be a big pain to get rushed through acts without gear and levels
Coming back to your question, if you level within zones which are approx 10 levels above or less your current level then the XP penalty won't really be worth mentioning, so at 52 you wanna level on the very last zones of A6 which are 62 or below

Assuming you have enough waystone drop chance, yes, you're meant to get a guaranteed map drop from the last rare, and from the boss. At lower tiers, it is just a plain 100%, at higher tiers, you need a little waystone drop chance to ensure it. Not sure what the exact number is, the wiki might have one.

The final Rare monster defeated in Tower and Hideout Maps will now drop a Map of the same tier you are running (as long as you have enough Waystone Chance). Defeating the final Rare monster in Tower Maps is still not required to complete a Tower Map.

Final Map Bosses and the final naturally-occurring Rare Monsters in Tier 1 maps have a 100% chance to drop a waystone. This chance scales down as you get into higher Map Tiers, but will still be guaranteed with appropriate investment into Waystone Suffix Modifiers and through the Atlas Passive Tree. Natual waystone drops have been reduced to compensate.

on console maybe you don't get the little mouse over thing telling you that PC players do, but it needs 4 modifiers (not necessarily 4 lines, some modifiers can be 2 lines in one, also called hybrid modifiers)

Ok so what I can see and with info I got you can see there are 3 ranges and when you cut the 100% you get 31% 26% 15% passive says it takes 25% of that previous % value so it's ~6% ~5% and 3%
3%/11.64 = ~ 26.85 and 6%/11.64 =~55.49

There are probably some CRIT chance nodes that interfere these calculations
