im not sure if it's different in poe2, but in poe1 you were limited to 30.3 actions/second as a consequence of the server tick rate of 0.03s.
as a result, if you went over, it would skip over attacks/casts

I'm running 120% relic drop and max honor res +6 merchant choices in my farming setup right now.
Technically if your build is good enough you run 155% to guarantee 3, but I prefer this because it's quick and easy and my build isn't ranged

eventually you'll want higher ES/evasion, but resist is priority
typically you want life/resists on every piece for most of your early-mid progression
attributes are good where needed, as is mana
and you want a chest with good defenses, that's where you'll get a lot of your ES/evasion from

Using these you can change what types it will even show you in the first place and adjust the in-filter tiers of the items to increase or lower their value. And in the second you can specify it to show you only the very best rares (t1 within the filter.) I have it set to show me all t1 drops and basically all drops that are high ilvl.

I fucking love arbiter start as sparky. The arena is about 2 chars wide and 5 chars long before the fight starts. I can have like 600+ spark projectiles UP when the boss becomes active and due to the arena at the start, ALL of them will hit the boss.
