it only affects the map. You can put whatever map you want in it. But generlaly tower maps have fewre monters so people tend to put worse waystones in them

Increased how far you can zoom out on the Endgame Map on keyboard and mouse input, to match the zoom level on controller input.
Closest thing in the patch notes, might have unintentionally hit that.

Weapon Set skill points are a way for you to take your skill points, split them in half, and use each half differently for each of your weapons @exotic knoll
You have a limit (the number of weapon set skill points you have), but they aren't points on their own. You still have to have regular passive points to "split" between your weapons, and you can do that up until that limit.
People have found plenty of uses for them, it's up to your build whether or not you bother though.

sadly no, you can probably work it out by plugging your values into maxroll but only from your passive tree, it doesn't show anything added from items
